Yes. Catch-up mode works back through older Google reviews at 5, 10 or 15 a day, so the backlog clears steadily rather than all at once. Any review you’ve already answered by hand is skipped, and you can still reply yourself whenever you like.
No. Replies only post inside the hours you allow, 8am to 8pm by default. New reviews are picked up every hour, so most get an answer within the hour during those times, and you can always get in first with your own reply.
